The city of Mesa, Arizona built two new bus shelters along Broadway Road, at a cost of $32,000, according to the AP.  The only problem is, the buses don't run on that part of Broadway road, the bus routes turn off Broadway before ever reaching these newly built bus stops.

At least they are not a total loss, they do have some value as a practical joke.  Apparently, people can be seen every day in the new bus shelters, waiting for the bus to come.
