Vothy Chhay was arrested in Vancouver, Washington for car prowling - attempting to break into a car. The car was in the parking lot of the Clark County Courthouse. Chhay had just been released from jail. 42 minutes earlier. He had just been released pending trial for another charge - of car prowling.
