Nintendo are, as far as I can tell, the main AAA game developer that take a mechanics-first approach to game design. Or to put it another way they are in general they produce the purest games with the story there just as a frame to be an excuse for the game. And without having to force their gameplay into much of a story (other than Princess Peach Gets Kidnapped Again) Nintendo can and do focus on the moment to moment and level to level gameplay being more fun without sacrificing anything to the story.

Mario himself is based round being a platform character where you get to run and jump, and then they saw what they could load on the jump. Jumping on enemies (Super Mario Bros was the first platformer to do this). Your ranged weapon bounces to encourage you to jump to aim it. Simple enemies with obvious AI. Breaking bricks when you’re big (because of course you do). Everything’s about jumping. The story is just something that’s there to hold the fun running and jumping together.

The popular spin-offs like Mario Kart are based on simple gameplay mechanics. Mario Kart? It’s a racing game with power ups that aren’t generally on the racing line, and you get better power ups the further back in the pack you are. Smash? Platform fighter with one button for normal attacks and the other for special moves, modified by direction you’re moving. No complex inputs to remember.
